Abstract

Trust in the institutions of the system is a broad concept whose theoretical basis lies in the study of social capital. It is influenced by the socio-historical and social context, various policies that encourage or abolish social inclusion, encourage social mobility and cumulatively develop trust in society. The research shows that the culturological model of trust is fully applicable to the study of trust in the institutions of Montenegrin society. As we will see, since the time of socialism the party and political pressure on the institutional order has continued and deepened with certain special aspects. Institutions remain party's chapters with a minimum of autonomy and institutional credibility. As a consequence, the inhabitants of Montenegro began to believe in other social institutions, which will be shown through this paper. The results of the study singled out two players which significantly determined the result of the last elections and directly influenced the political change of government that took place in 2020. Difficult relationships and complete mutual distrust between the church and the government (state apparatus), as well as the attitude of our respondents to them were the crucial elements of the whole process and the initial capsule of the change that followed in Montenegro.
