Abstract
This essay analyzes the dynamics of resources for Russian science as represented by its three sectors - the Russian Academy of Sciences, applied research, and higher education - from 1990 to 2007. The overall decline in the number of research employees during this period amounted to 59 % (in the Russian Academy of Sciences, up to 30 %; in other academies, 17 %; in business sector, 62 %; and in higher education, 64 %). Only in the fi eld of management did the number of researchers manage to increase by 17 %. The funding for science remains at a stable low level - 1.12 % of GDP, or 371 billion rubles in 2007, 62.4 % of which come from government expenditures (2.96 % of the federal budget). Average annual expenses per researcher and funding of research work at the Academy remains minimal in comparison to administrative organizations. Overall, in terms of use of funding, the Russian Academy of Sciences stands out as the most effective research organization in the country.
