Abstract

The phenomenon of “competence” and the competence-based approach are discussed. The role of biological (gender, age) and social factors (length of service, management experience, position held, career) in determining the success of the subjects' activities is considered on the example of assessments by managers-experts of Russian companies of a model of 29 competencies. The article presents the results of empirical studies in their step-by-step analysis: a general sample (n=103) — employees of one organization (n=69) — data subjects performing similar work functions: “result-managers” (n=51.) And “process-managers” (18 hours). It is shown that: there are statistical differences in the choice (assessments, preferences) of competencies by representatives of different social groups; competencies are simpotomocomplexes of explicit and implicit qualities; currently significant competences in the perception of managers are a limited number (12–13). It is stated: 1. The interpretations of competencies presented by foreign and domestic specialists are not coordinated with each other; different concepts are offered on all key issues. The competence-based approach is a set of historically transient scientific concepts of the scale of “small theories”. 2. Competencies are multi-component and multi-level psychological formations, complex symptom complexes of qualities of a different nature, evolving in stages, determined by different factors (biological and social), providing different levels of regulation of human activity and behavior. In the processes of evolution of the subject, competencies and their components move from explicit qualities to the level of implicit ones. 3) Biological factors (gender, age) and social (general experience, length of service in a position, functional responsibilities, social roles, career success, etc.) differ as determinants. Extensive social experience of a person, reflected in age and seniority, gives way to the role of gender and intensive experience acquired in the performance of certain work functions and social roles.
