Запуск Советским Союзом первого искусственного спутника Земли привел к пересмотру американской системы образования, результатом чего стало принятие Конгрессом США в 1958 г. Закона об образовании в целях национальной оброны. Его целью было усиление национальной оброны путём фдеральной финансовой поддержки образовательных программ, отвечающих важнейшим национальным потребностям. Один из разделов закона касался создания Службы научной информации в Национальном научном фонде США, поскольку первенство СССР в запуске искусственного спутника напрямую связывалось с эффективностью системы отбора и распространения научной информации, которая создавалась в Советском Союзе. В соответствии с законом, в функции службы входила организация индексирования, реферирования и первода научных работ для более эффективного распространения научной инфрмации и разарботка информационно-поисковых систем для предоставления доступа к последней. Среди прочего обсуждался вопрос, нужен ли Соединённым Штатам аналог советсвкого Всесоюзного институтуа научной и технической информаии (ВИНИТИ). В статье сделана попытка анализа вышеупомянутых процессов реформирования служб научной информации в США, которые были предприняты в конце 1950-х - 1960-е гг.
