- The article discusses scientific methods of study of rotation problems of the ruling elite. The author offers his own interpretation of the processes of elite circulation through the prism of updating its functional-role dispositions, as well as structural and institutional innovations of the political regime. As a tool of analysis the concept of “patterns” of the ruling elite is used.
