Женщины в вооружённых силах и конфликтах: политика и опыт США

Аннотация

Интеграция женщин в вооружённые силы различных стран стала частью эволюционного процесса трансформации традиционных обществ с преимущественно мужским участием в обеспечении безопасности на уровне формальных и неформальных структур и институтов, в систему относительно равноправного участия мужчин и женщин (как минимум – на уровне декларируемых прав). Увеличение числа женщин-военнослужащих и качественное расширение их прав и возможностей в армиях различных стран мира, в том числе в США, сопровождалось конфликтом ценностей и интересов и стало следствием целого ряда факторов. Исследование охватывает основные этапы реализации политики в области интеграции женщин в вооружённые силы США начиная с Первой мировой войны и включает анализ сопровождавших данные реформы концептуальных споров, ценностных конфликтов внутри американского общества по поводу пересмотра традиционной роли женщин, а также конфликтов интересов внутри политических элит США. Проведение реформ по расширению численного состава, прав и обязанностей женщин в вооружённых силах США нередко было частью внутриполитического конфликта между правящими и оппозиционными элитами, а также следствием внешнеполитических конфликтов с военной составляющей, в которых Соединённые Штаты принимали участие. Изучение опыта США по интеграции женщин в вооружённые силы и преодолению сопровождавших реформы конфликтов внутри общества, политических элит и воинских коллективов может быть полезным как в целом, так и в качестве отдельных подходов и решений.
