- Abstract
Major private foundations have emerged in the United States at the beginning of the XXth century as independent institutions aimed at increasing the influence and achieving the commercial and socio-political goals of the business elite and its involvement in shaping the agenda of domestic and foreign policy. The article examines the process of foundations’ inclusion in the formulation and promotion of the US national interests and the completion of the US foreign policy tasks. The changes in the government’s approaches to their involvement in activities abroad, the principles of coordination and control over their work depending on the international situation and the emerging challenges and threats are analyzed.
The author offers a periodization of the private foundations development in the United States as participants of international activities in relation to the dynamics of American foreign policy – from their first international programs in 1910s and the first attempts to involve the private foundations in achieving state goals abroad to a full compliance with the foreign policy tasks at the present stage. Being outside the US official mechanism, private foundations are considered as important tools for promoting American influence in the world through humanitarian assistance and establishing pressure and interest groups in countries abroad.
