- Abstract
- The article is devoted to the theoretical justification of the relation of legal regulation and law-making in the modern legal system of society, according to which the leading socio-legal process serves the legal regulation and law-making is seen as only one of his way to ensure. Between legal regulation and law-making, there is a pecking order of functions in which the global process of the organization of social life necessarily engenders the need for funds for its implementation - social regulators, among which only the rule of law at a certain stage of development of society begin to form a civilized way - by law-making.
