- Abstract
- The article examines a very relevant problem related to the formation of a Soviet government strategy for the development and production of computers in the second half of the 1960s. The novelty of the research is determined not only by the introduction of previously unpublished, declassified archival documents into scientific circulation, but also by solving the task of identifying the factors that prompted the central authorities to switch to cloning American models. It is shown that, in 1967, based on the opinions of leading experts, the country's leadership recognized that all previous measures aimed at accelerating the development and production of modern computers did not have the desired effect. The lag behind leading countries continued to increase. It is concluded that the study of the options offered by different ministries prompted the government to take the already tested path of borrowing American samples. Among the factors determining this decision are mentioned the predominance of the departmental approach and the lack of understanding of the true significance of the computing industry for the development of the country. Other options proposed by leading scientists were ignored by the authorities.
